Prevention of placement of children in social institutions

Tulip Foundation organised a working meeting “Prevention of placement of children in social institutions” which took place on 17-18 July 2009 in Sofia.

The themes that were suggested to be discussed during the meeting included: 
•  Types of activities and projects for prevention of placement of children in institutions; 
•  Participation of children at risk of institutionalisation, their families and the local communities in the planning and the realization of the activities; 
•  Opportunities and forms for cooperation among civil organisations, local authorities, state institutions and business companies targeted at prevention of placement of children in institutions. 

More then 40 NGOs from around the country expressed their interest to take part in the meeting. Representatives of some 20 organisations, implementing various social activities aimed at prevention of placement of children in institutions participated in the meeting. 

The prevention of placement of children in institutions is a condition for reducing the number of children living in social homes in Bulgaria. Prevention means that more children living with their families which is in the best interest of the child. 

The participants shared their experience in working with children and families. Various models were presented – Sunday school for parents; work with youngster who have left institutions and are parents themselves; programmes aimed at increasing parental capacity; work with adoptive parents; foster care programmes; family planning schemes; participation of specialists from local schools, kinder gardens, hospitals etc. 

Many of the participants underlined the importance of early identification of risks; work within the community; increased access to social services; involvement of local people and organisations that know the problems and the people on the spot. 

It was stressed that the support and the services should be designed in a way that ensures that the people receiving these will not become dependant. The risks and the social consequences of the economical crisis as well as their impact on children in families at risk were discussed. It could be expected that a substantial number of families might have difficulties in raising their children in a time of financial crisis. 

There are opportunities for introduction and implementation of new and divers forms for work with children and families at risk focused on prevention of placement of children in institutions.
