St. Ivan Rilski Home for elderly was officially opened in Balvan village, municipality of Veliko Tarnovo. It is created by the local St. Ivan Rilski Association with the financial support of Tulip Foundation and Municipality of Veliko Tarnovo.  The Home provides community based care for twenty elderly people from the village and the municipality. 

The ribbon was officially cut by Blagovesta Fakirova, Chair of St. Ivan Rilski Association, Maria Petkova, Director of Tulip Foundation, Dr. Rumen Rashev, Mayor and Nickolay Tachev, Chair of the City Council Veliko Tarnovo. 

Maria Petkova, Director of Tulip Foundation was given a certificate and a token of honour for contribution to the social and cultural development of Balvan.
